He has a Doctorate in Law on the subject of Networked Sectors, Competition Regulation from the Faculty of Law, University of Lisbon. He also obtained his under-graduate degree and master’s degree in law from the Faculty of Law, University of Lisbon. From November 2009 to 2012, he was the Vice-Rector of the University of Lisbon. He has also served as Secretary of State for Fiscal Affairs in the 17th Constitutional Government from January 2008 until October 2009. He has participated in drafting of various community legislations as a national expert in tax, banking, securities and competition issues. He has coordinated various committees and working groups. His areas of expertise include - tax and economic law, public finance. He is a member of the research group on Market Failures in a Globalized Economy: Institutional Approaches and on Tax Governance: International Standards, Patriotisms and Exiles.
