Throughout successive legal instruments and even an intergonvernmental treaty, that overcame the European Treaties, the European Union has created a real straitjacket to public finance managment of each State, decreasing the parliaments' budget decision powers, a traditional liberal revolutions' conquer.
What possibilities do the nacional parliaments and governments have? How can we live with these rules without compromising the present and the future.
To debate these questions and analize the european semester, the European Institute has invited Paulo Trigo Pereira, full professor at ISEG and member of the portuguese parliament, and Marco Capitão Ferreira, professor at University Lisbon School of Law.
